The Local Government Act 1999 places a duty of Best Value on local authorities to secure continuous improvement in exercising all their functions, ensuring the economy, efficiency and effectiveness of their service delivery.

Authorities must produce reports on their past and current performance and how they plan to improve the service in the future. They must also work towards meeting national and local targets, while consulting with users of their services to ensure that services provided match users’ requirements. The North London Waste Authority is defined as a ‘Best Value Authority’ which means that it needs to comply with the above requirements.
