This report is the second in the current year of a series of regular reports on the Authority’s finances. It concludes that the Authority is currently forecast to have a revenue surplus of £4.163m at 31 March 2004, i.e. an increase of £2.221m compared with the first review. This improvement is due in the main to the successful 1995 Rating List Appeal for the Hendon Rail Waste Transfer Station. A further review of the 2003/04 budget, together with an up-to-date assessment of the budget and resource requirements for 2004/05, will be reported to the Authority in December.
This report brings Members up to date with progress on the development of a joint municipal wastes management strategy for the Authority area. The Head of Waste Strategy and Contracts will update Members with the outcomes of a Cabinet Member Seminar held on 30 September. The report also proposes the interim appointment of a co-ordinator to enable the continuation of the North London recycling Forum, indicates the bids being submitted by North London authorities to Round 7 of the London Recycling Fund and requests the support of Members to two bids to the Community Recycling and Economic Development Fund.
This report advises Members on the levels of recycling activity within the Constituent Boroughs during the last year, and recommends paying recycling credits to Constituent Boroughs.
This report advises Members of progress with the proposed re-location of the Authority’s rail transfer station at Hendon, which forms part of a major re-development of the Cricklewood, West Hendon and Brent Cross area. The London Borough of Barnet are now leading on development of a Masterplan for the area, and have asked for the Authority’s outline specification for a replacement facility to a tight timescale. The report summarises the Head of Waste Strategy and Contracts views on what issues should be addressed within any specification.
This report gives a summary of the Government’s consultation paper on tradable landfill allowances. These allowances are designed to assist with compliance with the European Landfill Directive’s requirement to reduce the amount of biodegradable municipal waste sent to landfill sites, and thereby reduce the generation of greenhouse gases that it is believed cause global warming.
