At a meeting of the NORTH LONDON WASTE AUTHORITY held on WEDNESDAY 11TH FEBRUARY 2004
This report brings Members up to date with progress on the development of a joint municipal wastes management strategy for the Authority area. The report also proposes that the Authority support forthcoming joint bids to the London Recycling Fund and the Community Recycling and Economic Development Fund. The Head of Waste Strategy and Contracts will give a verbal update on the North London Recycling Forum.
The Local Government Act 2003 abolishes the existing system of capital controls for local authorities and introduces a framework for a new system of prudential borrowing. This report provides a summary of the key objectives of the Prudential Code that comes into effect on 1 April 2004 and comments on the implications for the Authority
This report indicates that following a fourth review of the 2003/04 budget the Authority is currently estimated to have a revenue surplus of £4.767m at 31 March 2004. As a consequence, it shows that after use of forecast revenue balances the proposed net revenue budget for 2004/05 of £49.917m will require funding of £45.150m by constituent councils. It is proposed that the funding will comprise charges for non-household waste of £6.776m and a levy of £38.374m. This represents a total increase of £3.664m (8.83%) over the combined cost to constituent councils in 2003/04.
