At a meeting of the NORTH LONDON WASTE AUTHORITY held on WEDNESDAY 28TH APRIL 2004
This report brings Members up to date with progress on the development of a joint municipal wastes management strategy for the Authority area, in particular the commencement of the Stakeholder Dialogue and the programme for finalisation of the strategy in partnership with the Constituent Boroughs. The report also highlights principal actions for the Authority that arise from the current draft strategy. It is considered prudent to start developing a provisional approach to the implementation of the final strategy that will be ready by September, subject to all agreed changes arising from the Stakeholder Dialogue. Finally, the report seeks approval for two bids submitted to the London Recycling Fund in March, one for an Integrated Compost Project and the other for Building Partnerships in the Community Sector.
This report updates Members on progress by the Authority and its partner Boroughs preparing the North London Joint Waste Strategy towards the statutory recycling and composting standards set by the Government for 2003/4.
This report advises Members of progress with the relocation of the Authority’s waste transfer station at Ashburton Grove to Hornsey Street. The construction work continues apace and the programme remains on-target for practical completion (and relocation of the Authority’s operations) at the start of August 2004.
The Authority is now required to publish a Best Value Performance Plan by 30th June every year. Members are recommended to comment on and approve the attached Draft Best Value Performance Plan so that it can be published on time.
This report provides details of the progress being made by LondonWaste Ltd to meet the requirements of the Waste Incineration Directive. On the basis of current information the refurbishment project is expected to complete on time albeit at a higher cost.
