Statement of Accounts for the year ended
31 March 2007
- 2007/08 SECOND BUDGET REVIEWThis report is the second in the current year of a series of regular reports on the Authoritys finances. It concludes that the Authority is currently forecast to have a revenue surplus of 2.024m at 31 March 2008, i.e. an increase of 1.271m compared with the first review. The report, however, draws attention to issues that could impact on this position. The report also looks briefly at some of the issues and potential budget pressures that could add to the Authoritys budget and resource requirements for 2008/09. A further review of the 2007/08 budget, together with an up-to-date assessment of the budget and resource requirements for 2008/09, will be reported to the Authority in December.
- NON-HOUSEHOLD WASTE ASSESSMENT SYSTEM - Appendix 1 - Appendix 2The report develops the new method discussed in detail by the Authority since September 2006 for assessing the amount of non-household waste delivered for disposal by each borough and recommends formal approval of the system for use in 2008/09.
- LANDFILL ALLOWANCE TRADING SCHEME - TRADING STRATEGYThis report provides an overview of the Landfill Allowance Trading Scheme and recommends a medium-term trading strategy.
- JOINT WASTE STRATEGY UPDATEThis report updates members on progress made with implementing the North London Joint Waste Strategy (NLJWS) since the last Authority meeting
- JOINT WASTE DEVELOPMENT PLAN DOCUMENT UPDATEThis report updates members on progress made since the meeting on 7th February 2007 regarding a Joint Waste Development Plan Document for North London. The report covers the decision to name the document The North London Waste Plan, reports on progress on a Strategic Environmental Assessment (SEA) of the plan and provides an update on the first stages of public engagement as part of the community involvement strategy.
- NLWA PROCUREMENT CAPACITY AND OFFICER SUPPORT UPDATE REPORTThe NLWA is embarking upon a procurement exercise unprecedented in scale and scope. On 11th April 2007, the NLWA agreed a series of recommendations to address shortfalls in capacity, particularly in relation to taking forward the major procurement exercise.
- REVIEW OF THE NORTH LONDON WASTE AUTHORITYThis report reviews the background to and progress on the payment of third party reuse and recycling credits. The report summarises the Authoritys policy to date and makes recommendations for continued payment of third party reuse and recycling credits for the forthcoming financial year 2008/09.
- NORTH LONDON RECYCLING FORUM - Appendix A - Appendix BThis report updates Members on NLWAs sponsorship of the North London Recycling Forum (NLRF) and provides options for future support both through the NLRF and through alternative channels.
- REVIEW OF REAL NAPPY SUBSIDYThis report updates Members on the Authoritys support programme for real nappies. The report covers:
-outcomes of the Authoritys support programme to date;
-anticipated costs and benefits and 2007/08 financial outlay; and
-options for the future
- RECYCLE ON THE GO CONSULTATION - Appendix 1This report provides members with an overview of a DEFRA consultation on public place recycling and a draft Authority response for member approval. The report summarises the background and rationale to the proposals, a proposed voluntary code of practice and proposed good practice guide. The draft response does not address all 58 questions in the consultation document, but focuses on those of most relevance to the Authority
