Household Waste Recycling Centres run by North London Waste Authority

North London Waste Authority has taken responsibility for a number of the Household Waste Recycling Centres (HWRCs) from some of the north London borough councils (Camden, Islington and Waltham Forest) in a rolling fashion from 1st April 2012.

Why is this happening?

This move, which is taking place due to a change in legislation that places responsibility for these services on authorities in London such as the NLWA, will save our boroughs money as new contractual arrangements are introduced over time. It will also allow for a more integrated service using the cross-borough reach, both geographically and financially, of the NLWA and our delivery partner LondonWaste Ltd.

How it will work

If you go to an HWRC after the 1 April transfer date, you will not notice any initial difference in the “customer experience” in any way. Under the new arrangements, it is “business as usual” for local residents. 

The borough councils will retain the “assets” of the sites themselves, and lease them to NLWA on a “peppercorn rent”. NLWA will then run the sites on a day-to-day basis through our wholly-owned subsidiary that currently manages much of our waste disposal operations, LondonWaste Ltd (with the exception of the Gateway Road site that is privately owned). Staff will also be transferred from the borough councils / current service providers to this company.

The NLWA is in the process of procuring a new long-term waste services contract for recycling, composting and residual (or “left-over”) waste treatment services, and this contract is intended to include the day-to-day operation of HWRCs in North London.

The intentions are to make it much easier for North Londoners to use the HWRC that is nearest to them, rather than their borough’s site; to spread best practice so that residents have the same recycling options at all HWRCs; and to manage the whole network of HWRCs as an integrated service.
