What is the most up-to-date total cost estimate for the full North London Heat and Power Project, including the Energy Recovery Facility (ERF)? Please provide a breakdown of the latest cost forecast, including any revisions since the £1.52bn figure cited in April 2023.
2. Funding the Shortfall
If current projections suggest that the £1.52bn ceiling will be exceeded, please confirm:
a. What is the anticipated scale of the shortfall?
b. How does the NLWA intend to fund this overrun (e.g. increased borrowing, additional council contributions, contingency funds, revised scope, or other mechanisms)?
c. Will any of this burden fall on local taxpayers or impact council budgets?
3. Project Timeline and Delays
Please provide the current estimated completion date for the ERF and an explanation of how this has changed from the original schedule. What mitigation measures are being taken to address construction delays, particularly in relation to M&E subcontractor procurement?
4. Cooling Technology Confirmation
In prior public communications (including from 2016), the NLWA committed that the new facility would use air-cooling technology to avoid visible plumes. Please confirm:
a. Is this commitment still being upheld in the current design and construction?
b. If not, what changes have been made, and why?

NLWA is currently operating within the existing delegated authority limit of £1.42bn to £1.52bn. Any recommendations to alter the programme, and any potential cost implications, would be discussed and determined by Members at Authority meetings.
3. Project Timeline and Delays: The reports linked above set out the current position. The suggested mitigations are a matter for the contractor.
4. Cooling Technology Confirmation: The use of air-cooling technology to avoid visible plumes is part of the plant’s current design.
