Request

Date received

The North London Waste Authority bought Sita’s (Now Suez) shares in Londonwaste Ltd (Now London Energy Limited) in 2009.

The information I require is as follows-:

1 Which company or companies was/were contracted to collect household waste between 2005-2009 inclusive?

2 Did NLWA pay waste tax and VAT separately on these contracts?

3 There have been details on your annual report for 2009/10 that NLWA household waste was taken by train from a WRG (Now FCC) facility in Hendon to an out of London landfill site. Did NLWA contract with WRG directly or was this situation subcontracted by the main contractor/s in question 1

Thank you for your request for information received by us on 5 June. Your request is being handled under the Environmental Information Regulations (EiR) 2004 and has been allocated the reference number 2020-73  .

You noted that the North London Waste Authority bought Sita’s (now Suez) shares in LondonWaste Ltd (Now LondonEnergy Limited) in 2009 and have asked:

1 Which company or companies was/were contracted to collect household waste between 2005-2009 inclusive?

2 Did NLWA pay waste tax and VAT separately on these contracts?

3 There have been details on your annual report for 2009/10 that NLWA household waste was taken by train from a WRG (Now FCC) facility in Hendon to an out of London landfill site. Did NLWA contract with WRG directly or was this situation subcontracted by the main contractor/s in question 1?

•    North London Waste Authority is a waste disposal authority, so we do not arrange or pay for waste collection. More details of our responsibilities are available on our website at http://nlwa.gov.uk/about/north-london-waste-authority

•    Our waste disposal is managed by our main contractor LondonEnergy Ltd. and we pay a specific price per tonne for that waste to be disposed. The invoices submitted to NLWA separately itemise landfill tax  (where applicable  - only a limited volume of waste is now sent to landfill) and VAT. Details of our landfill tax expenditure and budget is included in the regular revenue budget and levy reports prepared for Authority meetings. The most recent of which is available here: https://www.nlwa.gov.uk/ourauthority/our-meetings/reports-authority-meeting-13022020

•    Paragraph 3.2 of the 2009/10 annual report which you reference notes that “Services are delivered mostly by LondonWaste directly, but the Hendon rail transfer station is operated by WRG Ltd as LondonWaste’s sub-contractor (although WRG is the tenant of the Authority).” The contract that was in place at the time to take waste from the Hendon transfer station to landfill disposal was operated by LondonWaste (now LondonEnergy following a name change). NLWA did not contract with WRG directly to take the waste by train out to landfill.
