REF: Request for information about gifts and hospitality and contract awards

Thank you for your request of 6 April 2021 regarding the above which we can see was sent from whatdotheyknow.com on 22 April 2021. Unfortunately, we did not receive your request then, so we are responding now following your request of 22 May for a review of the enquiry. Accordingly, I apologise for our delay in responding.

This request is being handled under the Environmental Information Regulations (EiR) 2004 and has been allocated the reference number 2021-125[1].

You asked for:

  1. All the details and value of hospitality and gifts received by Cllr Clyde Loakes, going back as far as you can.
  2. What Clyde Loakes has to do with bids for contracts from companies? In particular, his input to who is selected.

Councillor Loakes is elected as the Chair of NLWA and he is a councillor for London Borough of Waltham Forest.

NLWA retains a gifts and hospitality register and we report annually in our annual report on the number of offers of gifts and hospitality, both refused and accepted in the preceding year. This report is publicly available here: https://www.nlwa.gov.uk/ourauthority/our-reports

If there were any offers of gifts and hospitality to councillors in their capacities as members of the North London Waste Authority they would be included in the NLWA gifts and hospitality register.

There are no entries in the register for Councillor Loakes; i.e. no offers of gifts or hospitality have been made, refused by or accepted by Councillor Clyde Loakes in his capacity as Chair of the North London Waste Authority.

In relation to the second part of your request for information. The Authority’s procurement procedures are set out in our Contract Standing Orders, Section C of the Authority’s Standing Orders, which are publicly available in the Governance section of our website at: https://www.nlwa.gov.uk/sites/default/files/inline-files/nlwa-standing-orders-april-2019.pdf

Details of Members, including Councillor Loakes‘ involvement in procurement processes and decisions is documented in Contract Standing Orders.

I trust this response provides the information you are looking, but if I can be of any further assistance, please do not hesitate to contact me if you have additional and/or more specific requests for information.
