What are the revised timelines for completion of the new incinerator? 2. What are the revised timelines for decommissioning of the existing incinerator? 3. What are the latest cost projections for completion of the new incinerator, decommisoning of the existing one? 4. Who will bear additional costs linked to this project? 5. How have the board of the NLWA been kept abreast of these costs? 6. How have the 7 NLWA constituency councils been kept abreast of these costs? Please provide me with minute meetings, email correspondence etc. Please do not refer me to the minutes of the board meetings, which do not contain granular detail of cost projections and timelines. Our response:
You have asked for granular detail on the cost and time projections for replacing the existing energy from waste facility in Edmonton. Officers provide detailed information in private briefings and Part 2 Authority papers to NLWA Members and Borough representatives, which are commercially confidential. Although this information is withheld from members of the public for commercial reasons, it is being provided and available to NLWA Members and Borough representatives working with the Authority.
The Authority considers that parts of the requested information are exempt under Regulation 12(5)(e), as they comprise commercially sensitive information relating to ongoing contractual and financial arrangements. Disclosure would adversely affect the confidentiality of that information and prejudice the commercial interests of the Authority and its contractors.
Additionally, some requested materials fall under Regulation 12(4)(e) as internal communications forming part of ongoing project development and decision-making.
A public interest test has been carried out, and while there is a strong interest in transparency, this is outweighed in these instances by the need to protect commercially sensitive information and ensure effective project delivery. Where possible, information has been disclosed in a summarised form.
The latest information regarding the timeline and cost projections which is not exempt from disclosure has been supplied to NLWA Members and borough officers in briefing notes. Please see the attached copies of the following documents for the latest briefing notes.

NLWA keeps under review the cost of constructing the project versus alternatives. The latest assessment looks at what the cost and operational impact would be if NLWA no longer built an ERF.
If you are dissatisfied with the handling of your request, you may ask for an internal review, which should be submitted within two months of when you received our response to either informationrequests@nlwa.gov.uk or enquiry form quoting the above reference.
If you are not content with the outcome of the review, you may complain to the Information Commissioner, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF, or via their online portal. The Information Commissioner will not usually accept complaints before a review has been completed.
